Limited to warrant officers and members of the secret services, and
very hard to use anything collected as evidence in court...

RIPA allows many more assorted types of riff-raff to waste their time
trying to play 007, so most likely to see more rubbish along those
lines

On the other hand, I suppose it allows MPs to puff and posture,
pretending they're doing something useful...
