[Colchester] Best ISP?

I've never looked really, ATM overhead isn't something we can do
anything about and varies depending on packet size distribution etc,
the customers have enough for their needs so it hasn't been raised as
a question yet.  BenR (also on list) syncs at 13.6Mbps and can gets
throughput of about 1.2MB/s.
