[dundee] (P)Lee: TC again

ok, I admit I haven't had much of a play around with tc or anything but 
it makes my head hurt...
Our network is grinding down to a crawl again and iptraf says the most 
packets are being sent by AIM...
Now I know that packet count does not necessarily denote bandwidth 
consumption but it doesn't seem to be all that much clogging the 
network. The one person who was torrenting we pulled the cable to test 
and it made no difference over the course of about 5 minutes, so we 
plugged him in again.
All we have running is 3 machines, none of them running anything more 
than an instant messenger (or 2) and firefox...
Suggestions welcome from all :P
Offer to Lee: you come screw our network and I screw your arch install?
