Perhaps.  The benefit of ZoneCD is that there is little hardware
configuration required, particularly around wireless cards etc...

What embedded router/access point would you suggest?  Remember there
are also  requirements for content filtering and configurable
time/usage limits.  Ideally these should be configurable by people at
the DCA, so presumably a web based management console is needed.  I
assume this comes with zonecd, but I've not checked yet.
