I think technically you do have to pay the license fee to watch
iplayer. However, short of getting logs from your ISP that say you
were watching iplayer I doubt they can determine it. I believe it is
mostly scare tactics to get more folk to pay. Clear cookies and cache
regularly. If you are really paranoid, use a proxy or VPN. If they
come to the door, the magic phrase is "do you have a warrant?"

I may be wrong on all of this, don't take my word as gospel.
