[dundee] TV Licensing

when the huy comes around, show him last years licence, if he complains about it not being valid, just say you have to endure or lasy years programs...

This isn't me or anyone I know... but say theres a hypothetical flat
occupied by students. The students are too mean and cheap to pony up
for a license, the flat has cable TV and some of them do watch the TV.
Well this flat got away with not buying a license for about 4 years.
Like others have said the warnings are a scare tactic.
