[dundee] NHS scraps nationwide 12 year £500 million licensing deal with Microsoft

The NHS has scrapped a nationwide 12 year licensing deal with Microsoft
where £500 million software would be bought for a £300 million discount.
Both parties were unable to reach an agreement during recent negotiations.
The outcome of this is that local NHS trusts must negotiate directly with
Microsoft where it looks like that costs will rise as budgets get trimmed.
NHS bosses should go on a fact finding trip to India :-).
