ServerRoot is the dir where Apache stores its config and log files.
DocumentRoot is the option you mean!

DocumentRoot = "/home/httpd/html" and the index.html is located in this dir.
locate and find don't find any other files named index.html other than in
/usr/share/doc/
and they releate to installed apps.
and Yes I have checked that the original file was overwritten by the new
file and that the new file(s) have r/w/x for all users and groups.
