Right, try manually mounting the devices using the mount command as 
follows:-

mount -t iso9660 /dev/hdb /mnt/cdrom
mount -t is09660 /dev/scd0 /mnt/cdrom1

If you still can't get any results then I suggest you upgrade redhat 7.1 
to something higher as I've used everything after 7.2 and had no 
problems with any cdrom devices... and I also have a scsi cdr. The only 
other problem could be the hardware itself...

That's all I can think of anyway.
