[Gllug] Bandwidth Quotas

Hi,

I'm currently setting up a gateway which I would like to impose quotas on the 
available bandwidth. Basically, any connection coming from a specified host 
wants at least 50% of the bandwidth at all times, even though three or four 
hosts may be sharing the connection.

Anyone know how I can go about implementing this or something like this (in 
ipchains or iptables, preferably)
