Yes, you do. Not Windows related though - it's your server.

Are you running this down a ADSL or cable line or something? The connection
seems intermittent (I get answers sometimes, not others), but related to the
query type - I can AXFR okay, but queries don't work.  Looks like your
firewall isn't allowing UDP through, or something like that, although a
traceroute doesn't indicate that's the problem.

Check your named config for hosts allowed, etc., but it's definitely your
server that is the problem....
