In the most basic form yes. A company that shall remain nameless sells
something bundled as 'Customer Service Messaging', a set of software 
that uses a couple of the webbug tricks with a lot of other ideas that 
I've not seen anywhere else to do a lot more comprehensive monitoring than
that.

You can go down to the level of individual mouse clicks on different pages in
the site and report the whole thing back to pretty much any server you chose. It
does require Java and Javascript to work correctly and currently you do
need some access to the server you wish to monitor the connections to but
the level of detail that comes back is still scary...

And I'm not on that project.
