All the talk about "the BBC" seems to assume that it is a single entity.
Thatcher took a dislike to the BBC, and decided to go out of her way to
destroy it.
Any parts that she could not sell off were divided into isolated units
and told to compete for work, so that cooperation between these units was
penalised, shared resources were removed, information and knowledge was
locked up, and external production units can now do almost anything they
like. "The BBC" still has to find enough programmes to fill empty slots, and
beggars can't be choosers.
Another problem that became apparent was that the BBC could agree to pay
for a programme, and then discover that remarkably similar material was
appearing in programmes purchased later by competitors, but shown before the
BBC received what they had paid for.
No money has been saved, administration and admin staff have multiplied,
and control has been lost. I am told that "the BBC" has more staff than
before the partial privatisation.
IT units serve discrete areas, and work independantly, although other
areas may need to access the results. There is as much variation between the
different sections as anywhere else, although I do hear persistent rumours
that the research department is actively engaged in Linux development.
