On the standard install for mozilla on a multiuser box to my experience
the java install does not work unless run as root.  If the permissions
need to be changed on the plugins directory - then that is still part of a
root install. :-)

In addition I would not expect non technical users who are used to point
and click installations to be easily able to install flash.  In the past
I have found many users required a walk through on the installation.
