Equiinet do them (used to be called NetPilots, might have changed).

Supposed to be IPsec compliant out of the box; I couldn't tell you whether
or not it would be based on FreeS/WAN or not though (my gut says not).

If you look in the archive you'll see I have some views on frees/wan :(...
