Freedom 2 Surf (http://www.f2s.net) will give you, for free:

- 20MB web space (hosted on Linux)
- PHP4
- MySQL
- CGI
- unlimited email accounts
- Frontpage extensions

If you need more than 20MB space it's quite reasonably priced.
