www.uklinux.net seem pretty good: you can get an account with email,
webspace (not sure how much) plus mySQL and php for FREE. The only
drawback is you have to use their dialup number, though you can upgrade
for a small fee so you don't have to do this. Plus I guess bandwidth and
webspace is limited for the free accounts.

They do different priced accounts for more heavy-duty needs too.

Also they run totally on Linux and are a non-profit company putting
money back into open-source projects.

I've been using them for email & websurfing for a month or so and
performance seems OK. 
Not as good as Demon but I think they have some hefty web caches or
something to speed things up.
