Does this include using it internally?

This implies the above is false (ie an ISP needs a license to run it,
I'm not an ISP).  I assume I need to pay/donate stuff to
Uganda/whatever, but it's not clear and I haven't emailed them yet.
Plus diversity is good, so watch this space...
