[Gllug] Character sets: pound in Konsole

I run mutt for email with emacs through Konsole and putty at work.  I
want to be able to see (and type) the pound symbol.  What do I need to
do?  Is there some way I can change my character set to Western Europe
so I can even see French and Spanish accents?
