I think that you will find that being an open list and most of the people (I
did say most) are clued up to the dogs danglies and open to ideas etcetc
that you could suggest anything. The said suggestion will be given the same
perusal as any other and then you will either be flamed, shot, hung or
heralded as the next AC LT RS (Do I need to expand these TLA's). So yes it
is entirely possible that you could and you did. My answer to the question
is that to get something like that through parliament would be nigh
impossible although I do think that morally no one should be allowed to
quash ideas and innovation.
