I think it is mainly because Flash sites can't be read by Text to speech
readers etc, that people with disabilities use to view sites. There was
a big case against the Olympic website for the games in Sydney that had
to be change due to a guy taking them to court and ruling in his favour.
Although there are some places where Flash is ok I'm against it,
anything that slows down my ability to get information quickly gets on
my Tit. I refuse to do any sights that have Flash involved with them
and it amazes me the mentality of some of the designers in what they do
no matter who their audience is. I had a guy propose to do a site for
learning institutions all in Flash and he was a web design teacher for
F's sake. His reasoning was that 80% of web sites use it, I told him
that it was very possible since 80% of sites on the Internet are crap
when it comes to audience consideration and usability. And the real
frustrating thing is this guy teaches people web design at a college.
