For that,  use tcpwrappers.
Quick look at a RH 7.1 machine - it should come out of the box.
Then look at the man pages for  hosts.allow and hosts.deny




But as Alain says better to use ssh,
as security experts on the list will tell us that tcpwrappers aren't all 
that hot, or something.
