Yes this is true but it is the application of both
that will kill you as you cannot have one without the
other (I am sure there is someone who will say there
is at absolute but PC coolers cannot do this at this
moment in time but I am working on one in my spare
time). 
The books say that 30v at 1 milli amp is enough to
kill you. This is true if you have a very weak heart
etc etc. 
You can think as voltage as the pressure in a pipe and
the current as the water. This is why 440 3 Phase is
so dangerous. There is enough voltage to push it
through you and the current is limited only by your
resistance or a breaker if one is fitted (there are
other ways to limit the current but thats another
story). 
This is also why it is safe in the physics class to
touch the Static Ball (Cannot remember the name) there
is hardly any current just high voltage.
There have been several discussions over the last year
about power and it is apparent that it is as technical
a subject as you can get. When thinking about this ask
yourself "would you play around with a multilayer
circuit board if you did not know what you where doing
trying to fix a run" I know I would rather buy another
one and I am pace qualified. The same thing goes for
power supplies I would rather buy another than try and
repair one and I consider myself as someone who knows
what they are doing. I have seen to many accidents
from dodgy repairs to attempt one myself. I am not
saying that everyone who does these sort of repairs
are going to make a hash but consider this

Whats voltage the rating of the fan to be replaced.
Whats its impedance
What current is it designed to draw.
Whats the fan speed at these levels.
How much air is the fan designed to shift
