 That is easy , any terroist/freeedom fighter carries out  such acts of 
terror as to force the "victim" government to bring in harsher rules to keep 
control  over all its own citizens as the controls get harsher & harsher the 
government becomesa less & less popular and more people join at least in 
thought with the "freedom fighters"OR over react and bring about condemnation 
of its acts of retaliation. If "Slick Willy" was still President this would 
not happen, the fact it is GW & his Dad's cronies is why it happens now.
