I can see the topic off on the horizon somewhere...

I dunno, you're talking motive here... I tend to think the Gov't in China
(and elsewhere) is just self-perpetuating. I mean, even given the world's
biggest standing army; how do you put down the rebellion of nearly a billion
people? Lenin and Mao figured that out (with local modifications - they
could work for HSBC these days ;), and the last of Mao's cohorts are still
lingering about.
