It's obvious, I know, but it looks like you're on a 2.4 kernel so use
iptables instead and make sure you've compiled it into the kernel,
preferably as a module.

You may also need to upgrade your modutils, because the 2.4 kernels
store their modules in a different way to the 2.2 kernels.
