For our DB servers, we just did the install on a machine with
X and then copied the binaries over.

We have a similar thing for the clients, but it's further cut-
down to about 30Mb, with enough stuff for sqlplus to run and
DBD::Oracle to build.

There's a bunch more stuff which could be stripped out, but it
does for us.
