Not strictly true...
Assuming your getty won't do it for you, you can kludge your way
around it, by inserting ^[[H^[[J at the start of your issue file.
This will work fine for the Linux console, but for network connections,
you don't know the terminal type. Fortunately, you've probably either
got a separate /etc/issue.net for that, or your getty (such as agetty)
can specifiy the issue file to use with a command line argument. If
you're resorting to this nastiness, then you'll just have to accept
that network connections won't be able to reliably clear the screen
after you log out. It's far better to do this with getty if at all
possible.
