RedHat before 3.0 was called RedHat Commercial Linux, in any case, and
before 7.0 I don't think RedHat came with any SSH server at all.

I'd try ssh -v <host> and see what you get that way. What's described is
similar to a shell set to /bin/false, incidentally.
