It would appear so. I just tried sftping to a box with an account that 
has /bin/true as a shell and...

[steve at figaro steve]$ sftp blah at server
Connecting to server...
blah at server's password:
Connection closed
[steve at figaro steve]$

so I guess you would need a shell of some kind.
