[Gllug] make+ build/packaging system (was: bison question)

After that discussion about bison and the merits of build systems,
I did put this together in the end:

It was only a few hours' work, but it does the job. I can now do
'make mp_release' which builds everything, makes the RPMs and dist
files, creates the webpage and uploads it all to the web site. This
should help with maintainability.
