I think the short answer is "no", but it is not such a big issue.

I have downloaded CYGWIN to my hard drive. This gave me setup.exe file
which executes to give three options : Install from internet (which I
did *not* do), Download from internet (which I did), and install from
local directory (which I did). I can rerun setup to install / uninstall
without reconnecting to the internet.

For updates I run setup.exe & choose the Download from the internet
option. That checks local against remote versions, downloads updates and
also gets any stuff I added to my list while logged on to the mirror
site. I then use setup.exe, install from local directory to update the
packages. Again it only touches new / modified files so is quite quick.

One thing I learned - stick to one mirror site for the downloads &
updates. The subdirectory name that was created on my PC under My
Download Files is :-

ftp%3a%2f%2fftp.mirror.ac.uk%2fsites%2fsources.redhat.com%2fpub%2fcygwin 

and if I try a different mirror it uses another file name, finds
nothing, downloads the whole thing again. Being consistent avoids this
problem!
