How would you invoke it?  Your MTA is configured to look for a local 
delivery agent but not a local sender.  I think Exim could be hacked up 
do something like that but it's hardly standard.

The place to invoke a filter for outgoing mail - for this task, anyway - 
is your mail client.  What you should do is alter the $sendmail setting 
to call something which will filter your outgoing message and then pass 
it to the actual sendmail command.

Not a trivial task, if you aren't familiar with the internals of mail 
systems.
