*checks RedHat 7.1 version of Vim (6.0z Alpha)*
Home and End keys work both in command mode *and* edit mode. Arrow keys 
likewise.

Complain to RedHat if you don't like it :) Presumably it's their default 
vimrc setup.

Actually, just checked Slackware (-current) - their vim (6.0.11) is set up 
like that, too. Elvis, OTOH, isn't.
