We use qmail and we have a number of people that are collecting mail 
using POP with exchange for redelivery within an internal network (the 
suckers).  There is nothing wrong with it.  What this *could* be a case 
of is windows admin can't get it working so blames everything else in 
the entire world (he has an MCSE don't y'know) so his customer/boss 
doesn't think he is incompetent.  We get a few of those.
