I know Newham County Council does not have a PC as their Budget cannot
afford it (Hardware or Licence). I found this out when I phoned them and
asked for their email address. It is a shame that they haven't got one. Then
again when you look at the schools and the state of some of their IT
departments its disgusting but if you go to a company and ask for their old
PC gear for a school the government has conveniently made it nigh impossible
for them to give you it.
