That's intentional, yes. That's a convention in news (which seems
rather superfluous there with the advent of threaded newsreaders);
usually it serves no useful purpose in email, although it may be
marginally useful on mailing lists - but not sufficiently so, IMHO,
since it's much less likely that one sees mailing list messages out of
order or never sees the message that starts the thread at all.

This effect is produced by leaving `vm-reply-subject-prefix' set to
the default value of `nil'.
