Not on my system.... I had both libxml 1.8.16 and libxml2 installed.
Removing the libxml2 rpms fixed the build problem immediately.
However, I now have another problem with it. Graphs don't work :-(. I've
got the guppi component installed (version 0.40, which I think is the
latest) but it can't seem to find it:-

activate a graphing component.
oaf-run-query "repo_ids.has('IDL:GNOME/Gnumeric/Graph_v1/Manager:1.0')"
should return a value.
Now I understand this to mean that oaf has nothing registered that can
handle graphs, but I've no idea how to go about fixing it. Any advice
would be appreciated...
