To make it available as a set of web pages, you will need to take a
step back. To convert the GUI would be very difficult - although I guess
you could use java. However, if you go back to thinking about the
information (what people need to see on screen to make informed
judgements, and the process by which they enter new data) you may find
some solutions.

It wouldn't necessarily be easy, but it needn't be too hard, and would
then give you a very portable solution. As long as your focus is on
presenting the information in a usable and effective manner rather than
trying to make it look like the existing interface you should be able to
come up with something good.
