I don't really know enough about DNS to fully
understand your question, but Freedom2Surf
http://www.f2s.com/ have static IP addresses, say this
in their FAQ...

Can I use a top level domain name with your service? 
Yes, although we will make a small additional charge -
please contact us for details.

... and generally seem to have a pretty liberal
"anything goes" attitude.
