Wrong answer. There is no justification for *ever* having more sig
than message. If you've got that little to say, don't bother. If you
have more to say, then why drown it out with an oversized B1FF sig?

For text/plain, yes! (unless it contains long lines, in which case,
there's little alternative). Quoted-printable falls in the same
category, too... :-)
