I find with my ADSL line that sendmail (exim actually) needs to be restarted
if the ADSL interface doesn't start properly (only really when I am buggering
around with it). This is because otherwise the listening bind doesn't seem
to listen on the ADSL address if that comes up later.

All points to starting sendmail late.
