You could use the serial interface for local connection with a VT100 type
terminal on a PDA, Laptop or even a dumb terminal.

Almost every "standard" BIOS requires that there be a video output device.

You can find BIOSes that allow you to remove the require as you can with 
keyboard absent ones however they are few and far between in the x86 
market.

Generally speaking it's better to leave the video card in anyway as you 
may find yourself needing local access one day - like when the box becomes 
inaccessable via a network interface, etc and the cost in resources in 
negligable.
