I have seen reports from people who claim that after complaining in the 
relevant language (this chap spoke Japanese and so was able to make his 
complaint in the right language for a .jp spammer) the ISP *did* shutdown 
the spammer.

Chinese and Korean ISPs wont necessarily be run by people who speak 
English.

That said there are cultural differences as well that make spam seem less 
evil in some asian countries so even if you complain in the right language 
you may hit that brick wall.

And, of course, there are also rogue ISPs as your post seems to imply.
