It *could* be a broken cdwriter.  I had a problem a couple of years ago 
with a SCSI CDwriter (toshiba I think) that would cause the disks to 
sometimes not complete seemingly at random places.  A CD would sometimes 
write fully and sometimes get only a couple of hundred meg in as you 
described.  Don't know what the problem was, got a replacement.  It 
still seemed to read CD's OK though IIRC.
