Thinking about this a bit more, you could do it using a distro-packaged 
kernel source.  You simply decide which one you are going to use and then 
have lilo feed it the correct parameters for the respective distros.  But 
there are 2 significant problems with this:

1.  RH and Debian both patch their kernel sources to provide specific 
features which certain apps depend on.  Possible source of conflict.

2.  Big problem building a large range of things from source, as many 
apps want access to the kernel headers/source when compiling.  One distro 
would not have the right headers.
