Depends on how it's configured. Some are set to always serve the page
up from the cache if it arrived in the cache within the last N minutes.
Obviously that isn't always appropriate. Rapidly changing dynamic sites
will almost invariably have changed since the page was cached, even if
it was cached very recently.
Plus, some not only cache, but also filter out "inappropriate" content.
Ultimately, it comes down to customer choice. There are some benefits
to using a cache, but the customer shouldn't be forced to use one.
