Which is still the case - actually, probably more so now than then.

As opposed to private schools, which were generally owned by a company
or guild, and solely for the use of their employees or similar, most of
which have either gone by the wayside, or else gone public or state.

Those schools which started off as private schools, but went public,
still refer to themselves as private schools, although they're not.

Public therefore doesn't "i.e." private at all, except in the US, where
the meanings are different.
