Looks like bsetbg is a wrapper around xsri (which Red Hat wrote[1] to set
the X background when they removed xv from the distribution). You can
either get xsri from the RH ftp site, or just use xv:

	xv -rmode 0 -max -quit /usr/share/wallpapers/Debian.jpg

[1] No, I don't know why they chose to write their own rather than just
    enhance xsetroot either.
