divine is your friend.  There are others too, but divine has done the job
for me in the past.  It simply brings the interface up without assigning it
an IP.  Then it uses rarp to determine what network you are on, probing for
given IPs (like your gateway, for example) and will run an arbitrary command
for you depending on which.
